A túlzsúfoltság problémájának kezelése Finnországban

Abstract

Usually, the northern countries are referred to as models of the execution of imprisonment. However, Finland has also faced the problem of overcrowding. The Finnish Ministry of Justice has adopted a multi-step approach to reduce the prison population per place rate. The most appropriate „physical” solution was the construction of new prisons but it brought only a short-term success. In longer term the real solution included alterations in legal consequences, changing the system of the punishments and criminal sanctions and furthermore modifications in the legal practice of establishing or imposing punishments. The example of Finland is instructive for Hungary because almost all the alternative institutions to deprivation of liberty are given, but in the absence of the change of the approach to the problem of the overcrowding could not be solved.
