<p>The aim of this paper is to present and analyse the growing role of the European Commission in defence capability development. In the first section, the literature on the theoretical background of the Commission’s role in the European defence policy is reviewed. In the second section, the decision-making processes in the fields of Common Foreign and Security Policy and Common Security and Defence Policy are briefly presented. Following the discussion of the external factors that underpin these developments, the past role of the European Commission and its changes after the recent Russian aggression in the Ukraine are elaborated on.</p>Anna Molnár

<p>Based on statistical data from the Hungarian National Archives, this paper presents the situation, length of service, ranks, and educational qualifications of the senior staff of the border guard at the time. The author discusses the changes in the composition of the leadership between 1950 and 1965, presents data on the situation of the commissioned officers, the succession of national commanders and the slow stabilisation of the command level.</p>Sándor Fórizs

<p>The application of artificial intelligence in military contexts, particularly in autonomous weapon systems, raises legal and ethical challenges concerning human dignity, accountability, and responsibility. The paper concludes that autonomous systems would undermine the ability to comply with principles of precaution, distinction, and proportionality, which would, in turn, create significant accountability problems. Autonomous weapons without any human control would present high risks due to their potential for misuse, their unpredictability, and the lack of acceptance. The paper establishes that there are regulatorygaps and there is a need for global regulation that severely restricts the development, use, and deployment of autonomous weapon systems. The paper also discusses Hungarian rules that mandate human control, which it considers to be a good legal precedent for the regulation of autonomous weapons. Consequently, the paper also calls for more research and cooperation to ensure that autonomous weapons are ethically regulated. The use of artificial intelligence for other military uses, such as intelligence and logistics, does not raise new risks. <p>This paper examines the ethical and legal issues raised by NATO’s 1999 bombing conducted to resolve the armed conflict between Kosovo Albanians and Serbs, in the context of the theory of just war. The background of the conflict was marked by Kosovo’s majority Albanian population’s secessionist aspirations, violent repression by Serbian authorities, and international attention due to ethnic cleansing. The paper analyses the legitimacy of NATO’s intervention, the proportionality of the military means employed, and their socio-economic and political impacts. The Kosovo intervention raises the question of how applicable international law and the theory of just war are in the face of today’s global challenges and<em>conflicts. </em>The events in Kosovo show that the objectives of modern wars and armed interventions often go beyond traditional territorial and political considerations, as international security and humanitarian reasons play a central role. The study highlights that the legal and moral perceptions of the 1999 NATO intervention are mixed, and warns of the legal and ethical dilemmas of</p> <p> </p> <p>modern military interventions.</p>Tímea Zsivity

<p>The warfare of the 21<sup>st </sup>century proved even more that, thanks to technical progress, quick and immediate decisions are needed in order to achieve military goals. Not only at higher level of command (strategic, operational level), but also at the level of subordinates (tactical level), there is a need for commanders, leaders who are aware of the higher command’s goal even with a strategic goal, and are able to make immediate decisions in order to succeed the mission. Nowadays, there is no time to wait for decisions from superiors in front of an unforeseen obstacle, thus losing the initiative. However, this approach presupposes a high degree of trust, freedom of decision, movement and professional knowledge. In the current military culture, mission command is not yet widespread, as it requires a change of attitude compared to the rigid culture, which should be mastered during military education.</p>István Hajnal

<p>The history of minor German units involved in the Battle of Budapest is poorly known, largely due to the lack of primary sources. Of the small units encircled or formed in the capital, the activities of small units such as the 78<sup>th </sup>Railway Engineer Battalion or the 85<sup>th </sup>Air Force Infantry Battalion during the siege are also hardly known. The history of some of these units, apart from their roles in the Battle of Budapest, is in itself extremely interesting. One such story is that of the German 318<sup>th </sup>Territorial Battalion, which was created essentially for home service, but was tried out in every ‘post’ from guarding particularly important objects to partisan hunting and front-line service to relief troop and blocking troop duty, in addition to its original combat role. The formations route led from Königs Wusterhausen, through the headquarters in Zossen-Wünsdorf, the Führerbunker in Vinnica and the fighting along the Dnieper, via the Iasi-Chisinau disaster, to the Hungarian capital.</p>Gábor Kohlrusz

The permissible extent also defines the limits and frameworks of the state’s economic role. <p>Since its foundation in 1825, the Hungarian Academy of Sciences has been the prominent organisation of Hungarian science. Already at the time of its foundation, it was suggested that military sciences should be included in the Academy’s scientific activities, but for a long time this discipline was not allowed to be present in the Academy in terms of an organisation. After the Great Compromise, however, some parts of the discipline, some areas of military science, did gain ground. After the Second World War, the discipline was again in a bad way. Only in 1994, after the regime change, did military science regain its place with its own organisation at the highest level of scientific life. Since its re-establishment 30 years ago, the Committee on Military Science of the Academy’s Section IX has been actively involved in the cultivation of science and in creating synergies between the various disciplines in the field of military science. This paper aims to give a very brief account of the three decades since the re-establishment of the Military Science Committee in 1994.</p>László Kovács
