The role of the credit and classification system in the penitentiary system – A tool for reintegration and behavioral motivation

Abstract

The study examines the newly introduced classification and credit system in the penitentiary system, designed to facilitate the social reintegration of inmates and reduce disciplinary issues. The credit-based system allows inmates to improve their classification through good behavior and participation in reintegration programs, while disciplinary violations may lead to stricter conditions. The study discusses in detail the legislative amendments that took effect on March 1, 2024, regulating classification and advancement opportunities of inmates. The new system aims to provide an objective and motivating framework for assessing inmate behavior, promoting a gradual approach to serving sentences. By analyzing international examples — such as the Scandinavian, Anglo-Saxon, and German models — the study demonstrates that the credit system can effectively enhance the efficiency of the penitentiary system. The study details the impact of the credit system on inmate classification, considering individual risk levels in determining execution stages. Reintegration programs play a crucial role, as they contribute to increasing sense of responsibility of inmates and reducing the risk of recidivism.
