Preparing for the introduction of the electronic land register I.
Abstract
One of the most significant legislative changes of this year is the entry into force of Act C of 2021 on Real Estate Registration and Government Decree 179/2023 (15 May) on the implementation of Act C of 2021 on Real Estate Registration to enter into force on 15 January 2025, as this introduces the new real estate registration procedure in Hungary. The main novelty of the regulation is that the provisions of the altered legal environment now have to be applied by members of the notarial profession through a new IT system. The aim of my study is to present, in contrast to the professional papers published so far on the legislation, the system's instantaneous start, the transition period, the most important information, concepts, system functions and administrative steps related to the technical characteristics of the E-ING system. In this paper, I explain the process of the first entry into the E-ING system, the application for notarial role, the creation of the relationship system and the case management functions related to the case papers, based on the information currently available and on published developer guidance.
