Fenntartható partnerség építése a civil társadalmi szervezetek és az állami hatóságok között a moldovai köztársaságban: egy exploratív (feltáró) tanulmány
Absztrakt
A tanulmány célja, hogy vitára bocsássa a civil szervezetek és a közhatalmi szervek közötti kapcsolatot Moldovában. A kutatás arra vállalkozik, hogy a civil társadalmi szervezetek észlelése alapján értékelje e két szereplő együttműködését, az állami hatóságok által e szervezeteknek nyújtott támogatást, valamint a szervezetek közügyek alakításában való részvételének hatékonyságát. E célból 2025 januárja és márciusa között kvalitatív kutatás zajlott, melynek során 177 szervezet kapott felkérést a tanulmányban való részvételre, és közülük 63 szervezet válaszolt. A fő kutatási kérdések a következők voltak: Hogyan látják és élik meg a civil társadalmi szervezetek a közhatalmi szervekkel való döntéshozatali folyamatokban való részvételüket? Milyen kihívásokkal vagy korlátokkal szembesülnek a civil társadalmi szervezetek a hatóságokkal való interakcióik során? Milyen akadályok gátolják a civil társadalmi szervezetek és a közhatalmi szervek közötti hatékony együttműködést? És ami különösen fontos: a civil társadalmi szervezetek szerint milyen tényezők vagy gyakorlatok járulhatnának hozzá a moldovai állami hatóságokkal való fenntarthatóbb és hatékonyabb partnerséghez? Az eredmények azt mutatják, hogy a tevékenységek folytatása során felmerülő kihívások leginkább a bonyolult adminisztratív eljárásokhoz, a lassú válaszidőkhöz, a transzparencia hiányához és a közérdekű információkhoz való korlátozott hozzáféréshez kapcsolódtak. Emellett a finanszírozás állandó kihívást és az NGO-k munkájának legnehezebb aspektusát jelenti, miközben a rugalmasság és az alkalmazkodóképesség továbbra is a túlélés alapvető készségei maradnak.
