Abstract

This article presents a thorough examination of the contextual and legal framework governing access to water services, together with a consideration of the supplementary mechanisms available within this domain. Water services, as understood herein, are defined as services in the scope of water supply. The analysis traces the evolution of gov- ernance models, charting the progression from the state model to the local government model. Moreover, the article considers the provision of water services by private entities. Within the Polish legal system, it is the commune that bears primary responsibility for ensuring the delivery of such services.
