A nem-kormányzati szervezetek szerepe az inkluzív oktatás fejlesztésében és megvalósításában Montenegróban

Absztrakt

Ez a cikk a nem kormányzati szervezetek (NGO-k) kulcsfontosságú szerepét vizsgálja a befogadó oktatás előmozdításában Montenegróban, a 20. század végétől napjainkig, elméleti-leíró megközelítéssel. A szerző a jogi keretrendszerek, stratégiai dokumentumok, másodlagos források és megvalósított projektek tartalomelemzését alkalmazza. A montenegrói nemzeti normatív keretrendszerre támaszkodva a tanulmány rávilágít arra, hogy az NGO-k, bár a közoktatási jogszabályokban korlátozottan szerepelnek, miként hidalják át a szakpolitikai és gyakorlati hiányosságokat a projektek megvalósításán, valamint az állami jogszabályok és stratégiák alakításában való részvételükön keresztül. A cikk áttekintést nyújt arról, hogy az NGO-k miként járultak hozzá Montenegró 2008 és 2025 közötti befogadó oktatási stratégiáinak kialakításához és végrehajtásához, számos fontos előrelépést eredményezve a befogadó oktatás terén. Különös figyelmet fordít azokra a projektekre, amelyeket a fejlődési rendellenességgel élő gyermekekkel, valamint a montenegrói roma és egyiptomi közösségekkel kapcsolatban valósítottak meg. A szerző a befogadó oktatás általános fejlődésére és hiányosságaira, valamint az NGO-k ezen a területen betöltött szerepére is kitér. A tanulmány végkövetkeztetése, hogy az NGO-k nélkülözhetetlenek a méltányos oktatás előmozdításában, és a rendszerszintű eltérések kezelése, valamint a nyomon követés megerősítése érdekében tartós állami-NGO együttműködést szorgalmaz a hosszútávú kutatások révén.
