A megfékezés stratégiái és a Kaliwa-gát esete a Fülöp-szigeteken, valamint a civil társadalmi csoportok korlátozása
Absztrakt
2016 és 2023 között a Fülöp-szigetek, más fejlődő országokhoz hasonlóan, fokozta erőfeszítéseit, hogy Kínához és a akkor még gyerekcipőben járó Övezet és Út Kezdeményezéshez (BRI) igazodjon, abban a reményben, hogy átfogó segítséget kap anélkül, hogy a más finanszírozó intézmények és országok által előírt strukturális kiigazításokat és követelményeket teljesítenie kellene. A Fülöp-szigetek Rodrigo Duterte vezetése alatt infrastrukturális alapú gazdaságpolitikát, azaz a „Build, Build, Build” (Építs, Építs, Építs – BBB) programot hirdette, amelynek célja a hazai gazdasági növekedés alapjainak lerakása és a hosszú távú, inkluzív növekedési célok megvalósítása. Az egyik ilyen cél az energiatermelés átállítása tiszta, megújuló és megbízható forrásokra, mivel az ország eddig nagymértékben a fosszilis energiahordozóktól függött. Bár a BRI-projektek a Marcos-kormányzat alatt 2023 óta stagnálnak, a legnagyobb ígéretek egyikének kudarcát Rodan „Részvételi módok” elméletén keresztül vizsgáljuk, megvitatva az eszkaláció módjait és dinamikáját, valamint a lehetséges korlátozási
stratégiákat. Ezenkívül rávilágít a civil társadalom hatásaira és kihívásaira, valamint más szuverén szereplők fejlesztési segélycsomagjainak hatására, amelyek célja a fenntarthatósági projektekben tapasztalható egyenlőtlenségi hiányosságok ellensúlyozása és kitöltése, ami tartós strukturális változásokhoz vezet.
