Seeking Balance between Science, Public Services, and Social Responsibility: New Challenges at the Intersection of Higher Education, Civil Society, and Healthcare
Abstract
The study examines the non-profit healthcare role of rural universities maintained by asset management foundations performing public tasks. The focus is on the University of Debrecen, the University of Pécs, and the University of Szeged, which have clinical centres. The public healthcare services provided by these higher education institutions are increasingly linked to regional needs and social demands, while also becoming more prominent as part of their third mission. The central question guiding the research is how the healthcare activities of universities are linked to civil society and how civil society organisations are involved in the socialisation of patient care. 150 Civil Szemle Különszám 2026 Authors The present study is grounded in mixed methodology, encompassing the analysis of legal and institutional documents, in conjunction with a case study, based on structured interviews conducted with leaders of the University of Pécs. The results indicate that current cooperation with civil society organisations is predominantly ad hoc and project-based, thus not yet representing a widely applied model. The establishment of sustainable partnerships is impeded by the prevailing political climate surrounding the operation of civil society organisations, the nascent state of the system for civil society connections in higher education, and the absence of formalised trust and responsibility. The study concludes that institutionalised, long-term strategic partnerships are nec essary for sustainable civil-university cooperation. The limitations of current practice can be partially overcome by collaborations that build on grassroots initiatives and mobilise community resources, which can contribute to strengthening the regional health and social embeddedness of universities.
