The experiences of the transformation of the Sarkadi Kistérségi Járóbeteg Szakellátó Központ into a budgetary institution

Abstract

Based on Section 30 (1a) and Sections 82 (19)-(20) of Act LXXXIII of 1997 on mandatory health insurance services, effective from July 7, 2023, a financing agreement for the provision of outpatient specialist care provided by local governments within the framework of health insurance can only be concluded with a healthcare institution operating as a budgetary entity. By June 30, 2024, all outpatient specialist care facilities maintained by local governments, if they wished to provide publicly funded care, were required to transform into budgetary entities. Typically, the affected institutions operated in the legal form of a Nonprofit Ltd. The transformation involved numerous economic and management decisions and processes while ensuring the continuous and uninterrupted care of patients. In our study, the regional background, the dissolution of the previous maintainer, the establishment of the new budgetary entity, and the main steps of the transfer process will be presented.
