Overview and assessment of the US Cybersecurity Strategy 2023

Abstract

The Trump administration's 2018 cybersecurity strategy has been replaced by a new document, releasedon 2 March 2023, which sets out the basis for the Biden-Harris administration's cyberspace policy. Thenew strategy builds on much of the previous document, but takes an entirely new approach on severalpoints. In particular, the document stresses the need for binding rules, the division of responsibilitiesbetween cyber actors and the mention of China as the biggest threat. The study first analyses the mainfindings of the new strategy and then assesses the new US cybersecurity objectives and the possibleconstraints to their implementation. However, it can be stated with certainty that if the new cyber strategyis fully implemented, the US cyber security posture could improve significantly.
