Abstract

The work of professional disaster management organisations will be assisted by members of voluntary and obliged civil protection organizations in the case of a war or disaster. From the past to the present the authors of this article will examine the state of play of the volunteerism and obligation, and the willingness of the members of these organisation to participate in disaster management or military operations.
