Abstract
The author wakes the pre hundred years international martial law environment, when the nation was going to Great War. He shows, how was taken the Hague restrictive laws into the Hungarian rule of law, with this details the parts of the protection of the population. The second part of the article shows the multitudinous violation of these rules in the First World War. The author tax: the failing international contracts forced the nations to establish their own civil protection between two world wars.
