Current Issues in Population Protection, the Significance of Volunteering in the Protection against Disasters

Abstract
Disaster prevention is a national matter. Every Hungarian citizen has the right and obligation to contribute to disaster management in the system of protection against disasters. This social engagement can occur through obligations or volunteering. In this paper, the author attempts to evaluate the importance of volunteering in disaster management, to analyse how volunteer rescue organizations can support professional disaster management units, and to examine the current components and relations of population protection in connection with volunteering.
