Disaster diplomacy case study – A possible methodological framework

Abstract

Disaster diplomacy is a fairly new field of study that deals with the international political effects of disaster events. Being a recent discipline, it does not yet have a unified methodological framework: each researcher has his/her own methodological approach. The present study undertakes to contribute to a coherent framework of disaster diplomacy case studies by developing a possible set of analytical criteria. In this context, the research explores the method of complex adaptive systems (CAS) used in previous international literature, which draws the formation of interstate relations during a catastrophe through four properties and three mechanisms. Finally, the study proposes the structure of case studies according to the following structure: (1) disaster event circumstances, (2) disaster management, (3) analysis of disaster diplomacy process according to the CAS method.
