Abstract

The Author – as a PhD-student– reveals the efforts aimed the lack of appropriate qualified military leaders, caused by the unprecedented development of the Hungarian People’s Army in the 1970s. The higher leadership of the military was forced to take substantive decision twice in the studied decade, in order to ensure the improvement of initiation in the system of orientation towards producing qualified officers and noncommissioned officers (NCOs). During this process substantive decisions were brought, which rapidly were exceeded by recent claims. This study not only presents an important slice of the history of HR work, but with some thoughts –maybe with drawing lessons from the failures – it may forward the further success of today’s HR activity.
