Population aging and redistribution in a pension system

Abstract

The fast ageing of the population calls into question the sustainability of the Hungarian pension system. It is plausible that in addition to raising the contribution rate and the normal retirement age, the replacement ratio, especially of the high benefits, should be reduced. The adjustment is difficult because this would reinforce degressivity, while the real value pensions already set is downwards inelastic.
