The Impact of the Russo–Ukrainian War on the Compulsory Military Service in Europe
Abstract
The end of the bipolar world order led to fundamental changes in military policy on both sides of the former Iron Curtain. Most decision-makers believed that the era of mass armies was over and that, in the future, only professional forces would be needed, carrying out missions under UN and NATO mandates. For many European states, this paradigm shift was brought about by Russia’s 2022 invasion of Ukraine, although the 2014 annexation of Crimea had already served as a serious warning sign. In response to these events, an increasing number of countries in Europe have reintroduced or strengthened compulsory military service in various forms, and based on current trends, this process is expected to continue. The question is how Hungary’s defense policy will adapt to all of this.
