The public health system and health promotion organizations of Norway
Abstract
In the article we present the lessons learned from studying the public health system and health promotion organizations of Norway, to determine the possible directions for further development of the Hungarian health promotion network. We briefly describe the main roles of the public administration levels and organizations in the public health system, present relevant strategies and legislation affecting the development and functioning of the public health system, and summarize the tasks and activities of organizations at national, regional and community level. In Norway, the horizontal and vertical alignment of public health activities is highlighted in the content of legislation and the functioning of the institutional system. In order to identify the health needs of communities and improve their health, county and local health plans and action plans are drafted, which are actively supported by the municipalities. The municipalities support the networking, collaboration and participation of stakeholders and organizations in the field of health promotion, a Partnership Forum and an active role in the training of public health professionals. Healthy Life Centres provide health promotion, education and lifestyle programs and services that can influence health behaviour in a positive way for the entire population. The Healthy Life Centres are supported by a methodology center that is responsible for service policy making and assessment of service effectiveness and efficiency.
